Successful negotiations with Elsevier provide significant savings for Norwegian research institutions

The Elsevier agreement is the largest of Sikt's agreements, and the negotiations have therefore been a high priority.
The negotiations have resulted in a significant price reduction for all participating institutions, while all other terms remain unchanged.
As an active participant in the negotiations, Sikt's negotiation council has contributed to achieving a good agreement. The head of the negotiation council, Johanne Raade, who is the library director at UiT, summarizes it as follows:
The negotiations have been challenging but constructive, and we are satisfied with the outcome. Many Norwegian research institutions have tight budgets where priorities must be made, and a good agreement with Elsevier is important in this context. The publisher has a number of high-quality journals that are sought after for open publishing.
The negotiations and administration of the agreement are led by Sikt. The Director of The Research and Knowledge Resources Division at Sikt, Vigdis Namtvedt Kvalheim, says:
Sikt is proud of the negotiation result, which means that we have taken a significant step forward in the national goal of full open access. The agreement shows that central negotiations with Sikt's expertise, in close collaboration with a strong negotiation council, yield good results.
52 Norwegian research institutions participate in the agreement with Elsevier. It includes over 2,500 titles; nearly 3,000 in total, depending on whether one wishes to read or publish, and therefore many Norwegian researchers benefit from the agreement.
